Can people get on Ship 2?

I'm trying to convince my friend to sign up for PSO2 and he's hesitant. But I also want to make sure that he can play with me on Ship 2. I remember when it first came out they locked it from adding more players because it was bogging the ship down but I haven't played in a while so I'm not sure if you can join Ship 2. If not it's not a big deal we can go to the other ship full of english players.

Ship 2's character creation has also been open for a while, so he should be able to.
