I know tampering with files counts as cheating and changing the music files could be seen as cheating but is there a way to do it? I'm looking for a simple yes or no.

There is no repacker publicly available for the game archives. That and the game dynamically "creates" music from samples. Why would you want to do that anyway? No outside music can do what the SYMPATHY system can.

Every track is made up of a metric shit ton of files.

We're talking about over 100 per track. So yeah, it's too much work putting together music from the gamefiles.

Like Rien said, the build of the music is very complex.
The only thing you can do is set the BGM to 0, and listen through your favorite playlist.

Yeah, I'm guessing they got sick and tired of people ditching their crappy lobby music(especially the Halloween one...) so they decided to try the next best thing. Make you turn it off or listen to it by making Gameguard crash your music player program, and making it so that you can't swap out their music.
