That was the NPC Legius. He's the only one who has Akatsuki Fu atm. I don't think it drops anywhere yet.

After finally quitting WoW ("quitting"), I felt bad that I haven't played PSO2 in a while. I want to cut back totally from online RPGs, but the time investment for PSO2 isn't that bad anyway (Neither is WoW if you know how to cut back, but I never was one for slacking). So I logged on today to say hello to block 20 and to buy a new piece. After looking through the pieces we had, I decided the Lamia legs we got a while ago looked nice. Now I'm broke, and can't figure out where I want to use these.
