me and a friend were trying to get each other badges his account had 2 profiles 1 is lvl 50 the other he just started and got it to 20 after we linked but when i checked my mail and my boxes there were no badges to be found arn't the badges given every 10 lvls?

Technically they're given the first time that person reaches the next 10-level landmark.

E.g. a friend level to 40, I can only get badges again from him once he reaches level 50, regardless of class, so he can't just go to a lv1 ranger, get to 10 and get us both badges again.

Yeah. It's first time you hit that 10-pt level. 10=1 badge, 20=2 badges, 30=3 badges, and 40=4 badges.

On my character Karyna, I linked her to SynthSy's account and got her to Force 30 till I unlocked Techer. And until I hit 40 in either it or going back to Force, there's no way any more badges are appearing.
