You can do any quest on any difficulty, provided you have the license for the harder modes.......

If you mean the NPC CO's that request to do those areas in normal difficulty, yes.
Tundra will result in npc's requesting your help in hard mode. You can still progress in normal, however.

Oh, that and matterboards.
