Error 12031

Hi,

I am trying to install the PSO2 JP client but I can't get past the initial launcher screen where it comes up with error 12031.

I have done multiple searches on the error number and have seen a few other people experience the same issue but no one has ever come up with an answer. Can someone please help me with this!?

Does it show any more text than just the error number?
In that case, I recommend you take a print-screen and upload it here for others to see/read.
