The shop on the second floor of shopping area with a lipstick icon. This is where you can tweak accessories and hairstyles and etc for your character. The ticket you have adds the Long Muffler scarf thing as an accessory.

Yes, new accessories are accessible in the Salon.

Something else that may be helpful to you is that you can copy/paste item names (highlight them in your inventory, press ctrl+c) directly from the game into Google translate to kind of get an idea as to what it is.

If you really want to look... Go to either the ARKs Scratch catalog (http://pso2.jp/players/catalog/scratch/) and look at that for current ones. Otherwise look over the PSO2 JP Wiki (http://pso2.swiki.jp/index.php?AC%E3%82%A8%E3%82%B9%E3%83%86). Google translate will help you get around.

Is there a way to see what tickets you currently hold? I've gotten a few of them from FUN scratch but haven't used them yet and I'm not even sure what they are.

It's in the same tab as all your mates and atomizers at the very bottom; consumables
