What does this screen mean ???

I have been seeing this a few times and dont know what it does or what it means if anyone can help me that would be great

I mean the green screen in the middle top with the colloms and with the circle in the other one.....

It's related to the PSE's on the field, whether they can be found in monsters or if they're currently active. Colors in the bars usually relate to the Element Drop Rate Up PSE.
