From what I have seen people say, DEX raises your minimum damage relative to the DEX of the enemy you are fighting. What I think that means is that if your DEX is higher than that of the enemy's you are more likely to have consistent numbers; ie. you will have more hits of 500 instead of them ranging from 100 to 500.

To answer your question it increases your minimum damage and lets you equip DEX based weapons and units.
