mutation helps make ability 3

if I have power 3, shoot 3 and tech 3, it has a success rate of 60% to make ability 3

if I add mutation in the mix, does it increase the success rate to 80%?

I don't believe so, no. Mutation I only increases the chance of a level II ability upgrading to level III. Since Ability III is created through a unique production, this property doesn't carry over.

I could be wrong, but if this were true, someone would've released a 100% chance of success of Ability III by now.
