As the title says. I haven't been able to find anything online as to what the attached screen shot says. I would logging in with my new Japanese PSN account for the first time if that helps anyone. Thank you for all who help!

That's actually correct. 1) Make friend list public 2) Make log in(?) status public. And I see At&t is reliable as ever.
