Wondering if anyone could help me out by ripping some sound effects like the incoming mail and the partner card received? Or a guide on how to rip sound bites from the game or how to get to the sound files. Thanks in advance.

Turn off BGM, use sound recorder or recording software.

As for ripping SFX directly from the files, I'm not sure.

I don't think direct rips are currently possible. Decrypting the game files gives you .acb and .snd.

.acb are probably the cue files (http://en.wikipedia.org/wiki/Cue_sheet_(computing)) but even knowing this, you can't really work with the files without somehow having the SDK that supports opening them (said software (http://www.cri-mw.com/product/lineup/audio/criadx2/index.html), which I believe is the one SEGA used, is middleware for Japanese people in a Japanese company, so good luck getting it).

It's the snd files you most likely want. The .acd are most likely cue files. Like Soul sand. Goldwave can open snd files, but sega's snd format maybe a different kind.
