Registering to buy AC

Off the bat, why isn't there a sticky to walk people through it? I'm good with Japanese, but I'm not fluent yet and I don't live there.

...Which has me bring up that I just flubbed my info and I got a warning that if it was false they'd ban me. What the heck do I do? I'm trying to use Webmoney to pay for AC, here! ;_;

This is outdated. If I try to do as it says, Sega asks for personal information to continue to Webmoney and pay for the AC.
