Interestingly, it said originally about the grinding change that they removed the -3 risk from appearing until +9 on 10*. This was edited about 30 minutes later to say they just removed the -3 risk up until +7 (it's mentioned there).

There is slightly lower danger when grinding 10* +7->8 and +8->9 if I read it right (might be wrong on that though). You can still suffer -3 though. 9->10 hasn't changed at all.

7-9* can no longer suffer -3 risk at all.

I thought they were adjusting the amount of exp you got from enemies that are a higher level than you? Did that not happen?

Not this maintenance. They haven't implemented everything, as they said some stuff would be in April.
