Quick question about buffs

Im sure most of you think this is a very nooby question but it needs to be asked.

Does the effect of buffs such as shifta and deband take into account the t-att of your weapon or is it the same as psu where it gives a percentage based only on the buffs level?

Only on the level of the buff itself, or Techer's Shifta/Deband Advance skills, but those only increase the buff by 5% of your base stats (19.4->24.25% at vl15 with the skill maxed).

And just to make it clear, S/D's effects only count your base stats, that is, character/skilltree/mag, and not any of your gear.
