628 screen?

My friend is trying to set up PSO 2 and when he logs in it gives him a 628 screen. Anyone know what that is say? Also, I signed him up on my computer to help him out, and I got the email confirmation and registered his SEGA ID. So what could be stopping him from getting on? Please and thank you for help.

IIRC that "error" is indicating he needs to check his email for a security code sent to him by SEGA, which he will have to enter in order to login.
