Vita error 685

i'm trying to login using my pc account but i keep getting this error. anyone know how to get around it?

But I thought that once you tie your account to a PSN account you can't use it with a different PSN account anymore?

The error that comes up if you try to log in an already tied account on a Vita is 691. From another thread, there was an emergency maintenance during the time Azusa had tried to log in.
