How to have a cape?

Hey there, on many mech characters I've seen them have cape type things around their shoulders? How would I come about doing this and where is that option in character creation?

It's one of the AC Scratch Cast parts. It's the arm part of the Arao Series (アラオ・シリース). If you're looking for it you just search アラオ・アーム in Player Shops. If you want the full set the other parts are:
* アラオ・レッグ (Legs)
* アラオ・ボディ (Body)
* アラオ・ヘッド (Head)

That's a specific arm part for male casts, it's not an accessory.
