Matter boards

I tried searching for this and got nothing so it's led me to believe something strange happened.

I just unlocked board 9 and completed the first 2 nodes on it. I went to the shop area and noticed xion standing there so I went over and shes gave me board 11 without finishing 9 or even getting 10.
Is this normal or is something up?

It may be due to the fact that MB9 and 10 used to be exclusive to the Vita version and 11 was exclusive to PC. Those on the PC would get MB11 after 8 for this reason.

At least I think this is why it happens.

It's because MB11 takes place after MB8.
