question regarding skills

do you need to find skills already leveled up or can you level up your skills by just using them. i am talking about pa moves if i wasn't clear on that. i'm a psu player, never touched pso, and can not understand japanese.

You have to find the PA disc drops, they do not level up from use.

In addition to this, you can only buy/trade discs up to level 10. Level 11-15 discs only drop in Very Hard mode (available at level 40). Some PAs have large jumps in power when going from 10->11.
