cant get game to start

keeps on giving me this error

updated drivers and copied that file still no dice

You need to install DirectX9. No, just because you have Windows Vista/7 and have DirectX10/11 by default doesn't mean that'll cover it, before anyone asks.

Basically, download and run this (http://www.microsoft.com/en-us/download/details.aspx?id=35).

did all that still same error :/
edit: error comes up for WoW too but plays fine pso2 is just being very unhappy and not wanting me to play :/
