Edit: The general idea is that they are not entirely sure they have the fix(es) ready, so they are postponing because what good would it be if they didn't fix anything.

There is currently no set time for the maintenance to take place.

Just checked records and level 3 affixs do not spawn in city! ruins and sanctum are fine they spawn them. not City
