I cant Dodge Time just attacks and use skills while manual aiming very well

also unrelated is 10 the highest skill level

Of course you can...
whether it'd be easier that way, depends on you.
I suggest you practice manual aim, because not all weak-points can be locked on to. Especially headshots.

and 10 is, for most CLASS skills, max level.

If you meant PAs and techniques, those go up to 15. You can't buy anything higher than 10 in a player shop though.
