You can try buying it from player shop.

You get them in Late August, providing you kill Cougar NX before the event period is up.

Campaign Qualifications for PSO2

Players must defeat Cougar NX in PSO2 to receive:

UshiMan T Shirt M
UshiMan Hair
UshiMan T Shirt F
UshiMan Scarf
LE Rigel (Double Saber Weapon Camo)

Items will be distributed to PSO2 players late August.

Unless bumped is wrong, this is all you need to get all of these.

Border Break is an arcade game, how exactly does that work even? Is there some kind of sign in on those cabinets? :|

Newer arcade cabs like Sega RingEdge (what BBU runs on) or Taito Type X² offer card readers and internet connection for player profiles, live updates etc.

Same saw on both in highlighted colors that its only pso2 only not BB related so im going off that for now....
