Higher difficulty in comparison to rare monster frequency

Does the difficulty change the frequency for rare monsters and rare items? if so does is it more common with higher difficulty or less common with higher difficulty?

The drop rates for an enemy dropping anything at all changes slighty in Episode 1 and almost not at all in Episode 2
