Cant create a new character?

When I try to create a character, nothing loads.
I thought it could just take awhile to load (Waited 30 minutes)
Nothing.

Try toning down the graphic settings.

Have the same problem, and no, the graphic has nothing to do with it.

I would say to try restarting the game but I doubt that would work. Wasn't this an issue before, btw? How did people fix that last time? Did you try adding any 3rd party patches?
