i updatet the patch but when i click " Launch PSO2 " it doesnt happen anythink... .__.

After i downloaded latest patch it deleted my whole precede folder with all the patches in it...

Latest patch? Or do you mean latest PSO2 updates?

Its actually meant to do that: "All files in the precede folder are automatically deleted once the update is complete."

About the tweaker not being able to launch PSO2 that is because Sega changed something with the launcher and broke the tweakers ability to launch PSO2 for the time being AIDA is working on a fix for that.
