Where are all the english players on Ship 4?

I've been on ship 4 for a while now and was hoping to meet with other English players without having to change ships. Where is everyone?

Probably because this is the PSO board rather than PSO2.

The most likely answer is that ship 4 wasn't designated as a meet up spot for english speaking players in a predominantly Japanese community.
