I think this could have been put in the quick questions thread but I dunno, it might actually spark a conversation.

It decreases your damage variance and increases damage variance to attacks hitting you.

Little searching around the forums and you probably would've found your answer. (there is like what? 3-5 threads on the same topic of Dex)

All Dex does is decreases your damage variance (basically avoiding lower hitting numbers) while decreasing incoming damage variance.
