but question is how u obtain on the Blue Burst version ?

Drains 1 HP every 15 steps. Sometimes it will completely nullify an attack and restore a little bit of TP.

It all depends on the server, really. Episode 4, if I recall, was kind of scattered originally and not well organized. So servers these days have their own droprates, quests, and other such methods to obtain various items.
