I suggest Varda soma quest area 2. Lilipan rescue happens there quite often there and sometimes changes over into ESCORT which is needed for E4.

The Sub Tunnels Arks Quest "Distress Signal Investigation" is guaranteed to have the Lilipan Family Defense trial at the end.

Treasure Hunt just requires you to run around in Quarry a lot.
