Uhhhh... 1.) It sounds like you ordered a PSP to me. 2.) The PS Vita isn't region locked so you could just buy one from your local electronics store/game store/wal-mart/k-mart/target/etc. 3.) PSO2 is a F2P game and you don't have to actually purchase a hard copy for Vita unless you want certain things that come with it, as you can just download it from the JP PSN store for free. 4.) You can download and play the PC version of the game for free.

The reason why I say 1.) is that to my knowledge Sony has not released a slim version of the PSVita yet. Though they did release the 2000 series of PSPs which were known as the slim model a few years ago.
