Is it true that souls have a chance to inflict the effect they can boost transfer?

e.g. A weapon with only Vol soul has a chance to inflict burn, even when it doesn't have burn affix?
same for Fang, has chance to shock?? and Quartz has chance to make panic?

Simple answer: NO. Literally if this where to be true, then why bother having side-affects affixes?
