Max Stat Question

On the Max Stat guide it list the base stat for when level 200 is reached, and the max stat. So does the max stat represent the highest you can go with mats, or is that the highest you can go period? For instance lets say that my ATP is at the max with no weapons equipped. So if I equipped a weapon would my ATP go up more or is that the max for everything? Thanks!

your base stats (before you equip anything) wont go any higher then the "MAX", say you have 1700 ATP then you equip a sword which adds 500 ATP, your base wont go any higher but you'll have 2200 ATP
