i don't know how exactly they're making it read the game logs but i can tell you it's a vocaloid, the game provides logs for chat (they are in Documents\SEGA\PHANTASYSTARONLINE2\log)

That's not a "Vocaloid", it's SofTalk. I've used it to read out text that I've written.
I noticed that JP people have been using it to read lots of things, like Nico Live comments and so on.

I did a quick search and found the PSO2 tool:

It can use software other than SofTalk, including CeVIO Creative Suite's Satou Sasara.

Edit: I was super tired and misinterpreted the previous post.

Anyway, PSO2yomi can either use SofTalk or Bouyomichan.
If you type "bouyomichan" into Google, there are lots of hits.
Bouyomichan is a few years old and can use various other voice synthesizers.
But it requires plugins, which also have to be found.

I messed around with PSO2yomi using SofTalk and Bouyomi default.
They don't seem to handle English text well.

Tbh, I wasnt expecting any replies to this, but this is really informative Taiga - I was gonna use it to translate JP texts only anyway

I didn't know they were using it for PSO2, so thanks for that.

I've written up a quick guide:

Installation:
Download the latest beta of Bouyomi-chan. Should be easy to find.
There's a JP page with a link to SasaraPad packed with a compatible version of CeVIO. Should be easy to find.
There's also a SasaraPad mod somewhere that supports Romaji. I don't know how important that is.

Unpack PSO2yomi and Bouyomi-chan to wherever.
Unpack CeVIO to its default installation drive and location, or you may run into problems (eg. in Win7, it's C:\Program Files (x86)\CeVIO\)
SasaraPad's files should be unpacked into the main CeVIO folder (the one with the CeVIO files in it).

Setting up Sasarapad:
Run SasaraPad, click the SAPI5 settings tab, and select Register (R). (U) is to unload.
Note that SasaraPad tends to minimize to tray. You can close it once it's registered and Bouyomi should still list it.
I don't know if you need to do that everytime you reboot (I haven't rebooted yet).

Setting up PSO2yomi:
Run PSO2yomi with AppLocale or JP unicode.
Click the gear icon to go to settings. It should know the PSO2 log location by default.
Click the voice tab. Turn on Bouyomi-chan and click DIR and direct it to the Bouyomi EXE.

Setting up Bouyomi-chan:
Reboot PSO2yomi, and it should now automatically boot Bouyomi-chan.
Note the drop down list with the voices you can select.
In Bouyomi-chan, you can select the voice want from the drop down menu.
If you set up SasaraPad properly, Sasara should be at the bottom of the list in blue text.
To test the voices, type text into the large box, then click the speech bubble green play button on the top left to hear it read.
When you've decided on a voice, note it's position on the list. For example, 1 is "female 1". If you haven't added any other voices, Sasara should be 9.

Configuring voice settings in PSO2yomi:
In PSO2yomi, back in the options voice tab, type the number of the voice you want to use into the Voice boxes.
I think it's 1 by default, and I think -1 makes it use whatever Bouyomi is set to.
For the other attributes, the PSO2yomi manual describes the min and max values for each voice attribute (eg. volume). I set volume to 200.
Hit OK to save the settings.
In PSO2yomi's main window, you can use the small icons on the top middle to enable or disable reading for Public, Party, Team or Whisper.
The manual has more details on the other icons.

I haven't been able to get Voiceroid Plus (ie. Yuzuki Yukari, etc) working in Bouyomi-chan yet.
Haven't tried it with anything else yet.

Hi i dont have voiceroid + but i do use the regular voiceroid program and that one works fine with bouyomi chan. Maybe you have multiple voice plugins being used? For me i had to make sure that voiceroid was the only voice plugin i was using to get it to work.

I'm pretty sure I followed the instructions correctly, but Bouyomi just uses the Softalk voices.

Yah, I can't get the vocaroid + voices to work either - they won't show up in the listning under bouyoumichan.

I decided to give this a try. Managed to hook up both Bouyomi-chan and PSO2yomi without any issues (except I realized that it lowered my FPS a bit...)

But one thing I got to ask is, where did everyone get SasaraPad 1.20 (well that's the one I found) bundled with the old CeVIO 1.0.3.0? Got mine from here. (http://blog.livedoor.jp/sgnw/archives/28930076.html) That page also have the romaji version as well. I also managed to dig out info about a plugin that links with Bouyomi-CeVIO, but yeah the site that hosted it is dead. (http://ch.nicovideo.jp/blister55/blomaga/ar223677)

The CeVIO official site has the latest version though. Also, I tried hooking up Voiceroid+ Yukari, with the posted plugin. Used both of em and somehow it didn't listed out like how SasaraPad did with the SAPI stuff. Tried reading the ReadMe and it's kind of vague, plus my half baked JP isn't helping either XD

Major bump, but important to anyone looking for a solution.

Fix for Bouyomi-chan and VoiceroidTalkPlus:
Go to "Region and Language settings" and set "Format" to "Japanese (Japan)".
Setting Location and non-Unicode to Japanese isn't necessary.
If you've set it up properly, Bouyomi-chan will now use Voiceroid to talk.
