super hard and free exploration questions

i've literally been searching google and this forum for the past 20 minutes straight, checked cirnopedia AND bumped.org, can't seem to find out the answer to two questions i have.

what level do i need to be to unlock the super hard mode from koffee?

and

is seabed free exploration the "current" last area available? i see "urban" as the last area in the client's sorting menu's...am i missing something? because i don't have urban quests or licenses.

You unlock SH at lv 50. No client order from Koffie, they just give it to you.

Seabed is the last area as of now. Urban Area is only available in emergency, advanced, and story quests.
