I'm confused and can't figure it out...

I've been desperately searching google and cirnopedia, bumped. you name it, and can't seem to find a solution over the past two days...

I just leveled my friend to 30 as a braver, even got his force class to level 19. we've done practically all of Afin's client orders except the pse burst one, and he still can;'t talk to any of the class NPC's for client orders...it's extremely frustrating! what am i missing?

nvmd...did jeans client orders and it unlocked the class NPC's...guides must be outdated and it must've changed at some point...very misleading.
