In the spring, the westerly winds tend to blow the algae forming in the warmer waters closer to the shore, and the cycling of the tides will inevitable strand some larger algae colonies in tidal flats. With decreased precipitation, the flats eventually dry out, and the masses of algae (and other organic matter) begin to decay. That is where the smell comes from.
