ARKS members are allowed to wear whatever you want, ranging from dressing in civilian outfits to swimsuits to shrine maiden outfits to wedding dresses.

And civilians are only allowed to wear those weird conical dresses and suits.

So you're instantly recognizable as an ARKS member if you're not.
