As the tweeker for ES hasnt been updated with the latest version, here is a download link to the latest version of PSO2ES 1.1.0.

If you dont trust the link, you can always goto http://apps.evozi.com/apk-downloader/ and use the following for the package file. com.sega.PhantasyStarOnline2es
The apk downloader method seems to be the best way to stay on top of the latest version, without depending on arks-layer to update as soon as a new version is out. Not that I dont appreciate all the hard work that is done, but I can see why this isnt the most important thing atm.
EDIT: The ES Tweeker's English patch may or may not work with the newest version
