new skills added to rangers?

Does anybody know what the new Sharp Shooter and High Time skills do?

Sharp Shooter will increase your damage while you are at a set distance from enemies, set being something like Cluster Bullet's range, if you go even further away from that the set boost will still work equally. At 5/5 this boost will have a 20% of more damage when firing from a distance, it's really good and I can't recommend it enough.
