Can this game be played Offline on PC? And access new content?

I never liked PSU quite as much as PSO, but I still have fond memories of it. Sadly, I played on the 360, so there's absolutely zero means of recovering that data. Still, I wonder if there's a way to play the game on PC? Furthermore, is there a way to access all of the items added after the game's initial launch?

Even if I'm still playing completely by myself, I dig the idea of getting different clothes, customizing the Room, and just enjoying the game in general. I wonder, can this be done on the PC offline? Or is it still pretty much just the Story Mode?

You can still buy it with the expansions for super cheap if you want to enjoy the story mode, but accessing any online-exclusive content would require some kind of mod. Amazon has the base game for $10, $22.40 to get both the base game and AoTI
