Safe to buy meseta online?

Is it safe or is it considered real money trading? And is there any good sites for it like with psu meseta back in the day any advice is appreciated thanks.

Real money trading = paying real money to third party not related to the game company for ingame content.

The only "legal" one would probabely be the Taiwan server, due to the number site, that is a licensed practicing entities that deal specifically with buying and trading ingame content for games(Mobile and Online) for Taiwan.
