GC: Easter Rappy Drops?

Can somebody please give me some insight on the new Easter Rappy drop. I never played Dreamcast version of PSO so I really don't have any idea how this works. My main question is "Does the difficulty matter when finding Easter Rappies?" my fav is Ultimate but I would rather go through there in Very Hard to make it easier. Thanks in advance for any help that might be offered.
