odd issue after closing pso2

sometimes when i close pso2 i cant seem to start any programs unless i choose run as admin. and the only way to fix is restarting my pc. does anyone else get this issue?

I use to get this issue, what I did was to restart PSO2 and close it, after that try running another program then. I have the feeling it's a Gameguard issue.
