PSO2 Vita IP Block for NA?

Hey guys I just recently bought PSO2 Special Package for the Vita and I'm curious if I'm doomed to get an IP ban because I'm playing from NA. From what Ive seen Im not sure if the IP ban only applies to the new SEA version. I can't find an answer anywhere hopefully someone here will know.

It only applies to SEA as of right now. You can play it on Vita and if you own the cartridge, even use an NA PSN account.

Ya I have the special package with the cartridge I was playing it for 10 minutes then it stopped working which I come to find out it was only maintenance. I was just worried that I spent 76 for the cartridge then 40 for a memory card only to be banned.
