So beyond the bingo how else do you get the evaluation devices? Is it through enemy drops or the scratch cards? I saw some thing about the recycle shop but not sure if that is correct.

A majority of the scratch is already gone, so you'll just have to buy them with ingame money from player shop.

All AC mag devices are very expensive. Some devices are given out in events, though.
