A preposterously proposed theory.

For this to work Sega would have to follows these standards that virtually everyone else follows.

Sega would have to be either a multinational or global company.
Sega would have to release their games into all nations that they supported.
Sega would then have to use the additional data centers as backup for each other.
Sega would have to keep programmers and technicians on staff.
Sega would have to have good customer support.

In the advent of the DDoS Sega would then have to quick compile a new launcher which would redirect them to other unaffected redirects. (i.e. If Japan got hit they could configure the new launcher to sniff redirects in China, Singapore, Korea, ect.) Then host each ship in a different data center. Since the redirect is now multinational the attacks would have to span several counties (preferably 20-30) the spacing of the attacks and the additional labor will discourage most hackers. then the attack becomes lag.

Initially because of the setup of a multinational company. In Sega's case they should have that in place. Blizzard does why not Sega?
