649 is maintenance, not 249. 249 is simply a timeout / unable to connect message, unless they changed the maint error to be 249 too.

Oh, and if you were unblocked, it probably means that your IP ranges fell within a large range that included JP users, so SEGA likely refined their ranges to allow more specific access.
Likely to be a similar explanation if you find yourself suddenly blocked. Either that, or the DDoSer is still attempting to attack via other IPs.

I've confirmed that other ISPs in my area are able to access PSO2.
I'm checking with my ISP to see if I can get them to change it to an IP that works, otherwise I'll just change ISPs.
I also sent a very polite mail to SEGA, but I'm not expecting much to come out of that.
If something good does come out of that, I will no longer feel hesitant to spend money on PSO2.

I'm from the Netherlands, ISP being Ziggo (former @Home).

My traffic normally routes through the Amsterdam Internet Exchange, but gets cut off at my ISP's node just before that. My ISP is partnered with AMS-ix... might explain that, I suppose. Re-routing, even if my ISP would, is not an option since all our international traffic more or less passes through the AMS-ix.

Related question - those that can connect, could you please check which backbone provider you're routing through? If I trace route to sega.jp as an alternative, I end up on Level3 Communications backbone. Maybe safe to assume that pso2.jp goes through the Level3 backbone also... maybe Level3 has the blockade still up while some simply don't at this point?

Since it's fairly obvious that backbone providers are null-routing traffic, maybe there is a pattern between those that can connect to the site? Like which backbone provider, or which nodes or so?

The classic 107/249 errors, with the additional benefit of being unable to load the pso2.jp website; I seem to recall that some people are at least able to load the website, even if they have no luck actually connecting to the game itself.
Anyhow, for myself, the above has consistently been the case ever since the servers came back online.

I was a former TWC customer but had pretty bad experiences during peak times when my connection just bombs.

TWC and Cablevision also have a weird deal going on in my neighborhood where one company services each side of the avenue. I used to live where TWC covers but currently on the side with Optimum. I never had peak time connection bombs ever again.

I think many of us suspect that their goal was to get everyone blocked from the JP version.
They could easily gather information from this site to get more ISPs blocked.
It's not hard to look up ISP IP ranges on the web.

Anyway, just speculation. But it's completely possible.

Don't know then. I didn't see any information explaining why PSO World was down, just the news post on the front page saying something like "as you know, PSO2 sites and some related fan sites were DDoS'd".
I assumed that was referring to PSO World.

It was,personally I think there investigation where the DDOS came from that's why there IPblocking ISPs . that's my theory anyway

I updated the game through the tweaker with no success,-(error 249 every time) so I went to use the launcher. Some message popped up instead of the launcher ( I assumed since I couldn't translate it, that it wanted me to update the game). When I clicked on the bar, the window flashed something and then closed. When I went back to the tweaker, it told me I needed to select my bin file (That's odd. Why would I need to do that?). That's when I found my entire game file is now gone. Wow did I just F up, or did SEGA just ban my ass hard?

Cox. I could not connect either still. I did contact a rep. He said that he put in a ticket and it should be resolved in 48 hours. I hope so. It somehow seems too easy to be true though. We'll see lol
