Depending on your forum skin on the bottom of the forum there should be a tag that says Moderators: Bob, Joe
or whatever.

Those are the section mods. If a flag from say... FKL comes up they would ordinaryly be the ones who get to it.
Then the folks above them just go through any that they see. (usually its the super mod/admin whom do this however.) Though every mod can see the flags incase something comes up. (Spam bots etc)
